Post-construction inspection of municipal infrastructure is a mandatory step governed by the Bureau de normalisation du Québec (BNQ) to ensure compliance, durability, and safety of completed works. Once construction is finished, this inspection verifies that infrastructures—such as sanitary and stormwater systems—adhere to current standards and contractual requirements.

Specifics of post-construction infrastructure inspection by camera

Firstly, unlike a preventive infrastructure inspection by camera, it is mandatory to clean the pipes before a post-construction inspection. We use a vacuum truck equipped with a high-pressure cleaning nozzle to ensure effective and tailored cleaning for the specific needs of each network. Next, the BNQ requires 2 separate inspections after the construction of infrastructure:

  1. Provisional Inspection
    Conducted in the same year the construction is completed, usually before the paving stage on site, the provisional inspection allows for an initial validation of the compliance of constructed infrastructures.
  2. Definitive or Final Inspection
    Carried out after paving, the definitive inspection takes place following a freeze/thaw cycle, between 8 and 12 months after the initial inspection, to detect any issues that may arise due to changes in ground conditions.

Finally, unlike a traditional inspection, the post-construction inspection report must be validated with the seal of a water engineer, a member of the Ordre des ingénieurs du Québec (OIQ).

Post-construction water network validation in steps

1. Network cleaning
The first step involves opening fire hydrants to allow water to flow through the network. This process helps remove any debris or potential contaminants that may have accumulated during construction and ensures that no leaks are present in the system (flow meter).

2. Network chlorination
Chlorine is introduced into the network and circulated for a specified period. This step disinfects the water network.

3. Sampling and water quality control
Once chlorination is complete, water samples are taken to analyze residual chlorine levels and verify overall water quality. These tests confirm that the water meets safety and sanitation standards before the network’s final commissioning.
